Funding
The R. Merle Palmer Minority Student Foundation is a non-profit, tax exempt IRS Code 501(c)(3) foundation. Support of RMPMSF comes from local foundations, corporate contributions, and donations from individuals. These are the only sources of income for fulfilling the mission
There are three categories of giving: Designated gifts for specific uses; annual giving, of which over 75% goes to student scholarships and activities; and endowment, which provides the base for future foundation activity and support.

- 2004 includes monies contributed toward Merle Palmer's retirement, much of which went into establishing an endowment in Rosie's and Merle's names. The Endowment Fund currently stands at approximately $153,000. of the total of $347,779 in giving, $62,190 went to endowment.
- 2004 also included an unsolicited one time Encouragement Grant; and
two grants totaling $40,000, to be used for matching fund purposes,
went directly to GTCF and are not reflected in our giving totals.
